Preparing Organisations for Martyn’s Law

With the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law, set to reshape protective security requirements across the UK, organisations are increasingly preparing for new responsibilities around public safety, preparedness and threat mitigation.

The legislation places a requirement in law to ensuring venues, events and public-facing organisations have proportionate procedures and protective measures in place to protect against the risks posed by terrorism.

Locations with a capacity of 200 – 799 require to demonstrate they have suitable plans in place. Locations of 799+ are required by law to nominate a Senior Individual who must ensure both the organisation and the venue comply with the legal requirements of the Act.

This qualification has been developed to support organisations, senior individuals, security leads and operational teams in building the knowledge and confidence required by law and to be ready to respond effectively.

Brian Harris

Brian Harris is a highly respected security and resilience specialist with more than 30 years’ experience across policing, national intelligence and counter-terrorism operations. A retired Senior Police Officer and former Intelligence Officer within the British Intelligence Community, he previously coordinated Scotland’s network of Counter Terrorism Security Advisers (CTSAs), working with NaCTSO and UK Government departments to strengthen protective security across critical infrastructure, major venues and public events.

A qualified trainer, Strategic Commander and government vetted Senior Investigating Officer, Brian has led complex multi-agency operations across the UK and internationally, while also delivering resilience and preparedness training for both public and private sector organisations, including for the UK (Cabinet Office) Resilience Academy. He holds an MBA with Distinction, a BSc (Hons) in Criminology and Psychology, and is currently completing PhD research in a terrorism-related field.
